The metropolis of Neenah, Wisconsin has a problem with speeders. At one point, on a particularly fast-paced stretch of road in a school zone, the entire police force was writing tickets and giving warnings, with a total of 23 issued in three-and-a-half-hours, while many people continued to speed past the officers with a motorist already pulled over.
